On September 23, 2008, in Document No. 1585/TTg-KTN, the Government approved list selected international consultant Contact PPJ (Perkins Eastman – United States, POSCO E & C and JINA – South Korea) is a unit established planning.
After the process of research projects are implemented according to schedule, the Ministry of Construction reported permanent government three times (one was on April 24, 2009, was second on August 21, 2009, at 3 26 / 11/2009). The hearing opinions of various professional associations and organizations has been and will continues to be conducted several times and their opinions will be absorbed into the plan by the Consultant before the submission of the plan to the Parliament.

Cần phải di dời các trường đại học, bệnh viện ra khỏi trung tâm thủ đô. Việc di dời trung tâm hành chính quốc gia là cần thiết để giãn dân tự nhiên khi Hà Nội đã mở rộng. Suy nghĩ “Chắc gì Hà Tây và Hà Nội mãi mãi là một” là suy nghĩ hẹp hòi, không thể làm được việc lớn. Ai đã tham gia giao thông trong nội đô sẽ thấm hiểu nỗi khổ tắc đường: tốn thời gian, tốn xăng, bụi khói…Tôi đã đi từ đoạn đường 20 km Quốc Oai đến TT Hội nghị QG Mỹ Đình mất hơn 20 phút, 6 km từ TT Hội nghị QG đến Hồ Gươm mất 30 phút (thời điểm chưa phải là cao điểm của tắc đường). Vì vậy khoảng cách 30 km sẽ gần hơn khoảng cách 10 km nếu đường thông hè thoáng.
